Developer Hallmark Homes International Inc., led by Columbia businessman Don Tomlin, is exploring building apartments on top of city-owned parking garages in downtown Columbia.

The parking garage will be six or seven stories tall, with at least 450 public parking spaces, more if it's seven stories tall. Patel said, like most changes downtown, the project has evolved.
