The Philippines, battered by at least 20 typhoons a year and deadly landslides, has drawn up a map of its disaster zones, the country's environment minister said Wednesday.
The agreement gives American forces access to four more bases in “strategic areas of the country,” a U.S. treaty ally facing territorial disputes with Beijing in the South China Sea.
