The threat of flash flooding returned to North Carolina on Thursday, only days after Tropical Depression Chantal dumped heavy rain across the central part of the state, flooding homes and highways and leading to dozens of rescues.

HOUSTON — After a stormy Tuesday evening that brought isolated flooding and lightning across Southeast Texas, more rain and storms are expected to return on Wednesday, with widespread impacts likely during the afternoon commute.

The National Weather Service has issued a flood watch for Rhode Island and other parts of Southern New England with 2 to 4 inches of rain expected.
