Oaks Amusement Park's plan to add a new 135.5-foot drop tower ride in Southeast Portland can move forward after a neighborhood groups appeal was denied.

Most of the work by the 11,200 construction workers, who have faced sweltering heat and freezing cold, has been out of the public view.
