A man who smelled like gasoline and had a torch lighter, flare gun and papers he intended to deliver to Congress was arrested Tuesday at the Capitol Visitor Center, authorities said.

A man was arrested Tuesday trying to enter the U.S. Capitol Visitor Center while “smelling like fuel” and carrying a torch and a flare gun.
