New personalization themes are available for Windows 11 22H2 but only if you tweak the Windows 11 Registry File with a new key & data value.

Microsoft offers you many, many more if you click on the link “Get more themes from the Microsoft Store” (Windows 10) or on the button “Browse themes” to the right (Windows 11).
